Clearfield City Form-Based Code

FFKR worked with Clearfield City to update and calibrate their Downtown Form-Based Code to better reflect the local context. With experience utilizing the Form-Based Code template on past projects, our team was familiar with both the advantages and limitations of the template. Key priorities for the update process were to develop a more consistent flow of information, calibrate terminology and definitions with other city plans and codes, and enhance the layout and usability of the document as a whole. Updated graphics and formatting have created a document that more clearly reflects Clearfield’s vision for their downtown. With two UDOT highways at the core of the downtown area, FFKR recognized the need to have a more predictable outcome for the public realm of the streetscape. FFKR helped facilitate the development of a corridor agreement with UDOT that will implement the infrastructure enhancements envisioned by the city, while supporting UDOT’s goals for access management along the corridor.
